Dr. Elizabeth Quat is the Founder and CEO of CB Strategic Investment Limited which focus in investment in ICT and Education areas. Dr. Quat is also the Co-Founder and Immediate Past President of Internet Professional Association ( which now represents over 2,500 ICT professionals. It contributes towards improving professionalism of information technology practitioners, encouraging ICT professionals to share social responsibilities, as well as striving to bridge the digital divide in Hong Kong. She holds a BBA, MBA and PhD degree in Management and has over 20 years of experience in Asia market entry, new business & product development, and M&A. Dr. Quat is an active member of many China and HKSAR Government Advisory Committees and community servicing organisations such as the Digital 21 Strategy Advisory Committee, Logistics Development Council, and the Personal Data (Privacy) Advisory Committee. She is also the Founder of Green ICT Consortium and the Hong Kong Energy Saving Association, and a member of the All-China Youth Federation of mainland China. She was awarded one of the “Ten Outstanding Young Persons” and “Ten Outstanding Young Digi Persons” in 2001, "The Most Successful Women" in 2002, and "Hundred Outstanding Women Entrepreneurs in China" in 2006. Dr. Quat was also elected District Councilor of Hong Kong Shatin District Council in November, 2007. 
Dr. Quat recently completed a Master Degree in Social Sciences major in Marriage and Family Therapy from the Hong Kong University’s Family Institute.  In February 2010, Dr. Quat joined the scientists of the “ELYSIUM” project on a 20-day expedition of the Antarctic Peninsula and Southern Ocean to examine the impact of climate change on the oceans and Antarctica. Dr. Quat, a certified PADI dive Instructor since 1998, was one of the members of the diving team and a supporting photographer of the expedition to document the underwater and above water world of Antarctica. Dr. Quat is married and has been a vegetarian for 23 years.


Alisher Yusupov is an IT-entrepreneur and organizer of startup events in Uzbekistan. Working in IT sector since 2001, he has a deep knowledge of Uzbekistan IT-market, its key players and perspectives.

Alisher manages company (engaged in the field of IT-consulting, mobile and web programming, local media resources). Besides, he gives public lectures on IT and promotes startup culture among young local entrepreneurs.

Kei is a Japanese American entrepreneur from New York. He has worked for Panasonic, Lucent Technologies, Cybird, all leading companies in their respective industries before establishing his successful mobile strategy firm, Infinita.

For over 10 years, Kei has devoted his time to helping Japanese companies with their mobile product and service strategies in expanding across borders and likewise guided International companies with their entry into Japan.

He is now Director of Business Development at Dentsu's product innovation section, the Future Communications Department, where he is going beyond the companies traditional advertising business to cultivate new global business opportunities in the digital arena.

Kei is also one of the most sought after speakers on Japan's mobile market. He is a regular at industry events such as the Mobile Marketing Forum, Mobile World Congress, Ad:Tech, Festival of Media, CommunicAsia, X|Media|Lab, Mobile 2.0, Telecom Asia and has done keynote presentations and panel moderation in over a 20 countries around the globe.

Reshan Dewapura holds a Bachelors Degree in Electronics and Telecommunications Engineering and a Masters in Project Management and has been involved in the ICT industry for the last 21 years with over 15 years experience in driving large, complex IT programs and projects. Reshan is the Chief Operating Officer at the ICT Agency of Sri Lanka as well being the Program Director in charge of four key program areas. The ICT Agency is the apex ICT policy body in Sri Lanka as well as the implementing organization for e-Sri Lanka - an ICT led National Development intiative. In addition to heading the operational responsibilities at ICTA, Reshan as Program Director has been aggressively initiating policy setting, crafting and facilitating the implementation of an action plan to ensure that all citizens of the country will have affordable access to ICT and to ensure that the benefits of the technology implementation projects flow to all parts of society in the country. Reshan also holds Board Director positions in Sri Lanka CERT as well as in LKNIC (Sri Lanka’s Domain Registry), where he actively contributes to the policy setting of these organizations. Immediately prior to joining the ICT Agency of Sri Lanka, Reshan worked with Hewlett Packard Professional Services in Europe, Middle East and Africa for almost a decade, where he managed some of the largest ICT out-sourcing projects for HP.

Osama Manzar is a convert social entrepreneur spearheading the mission to overcome the information barrier between India’s rural sector and the so-called developed society, through Digital Empowerment Foundation (DEF) – the not-for-profit organization founded to accomplish the mission. Osama has been British Chevening Fellow in 2002 and in 2011 he was invited by the US State Department for the “International Visitors Leadership Program”. He just released his 4th Book titled “NetCh@kra: 15 Years of Internet in India”. He is a member of the Advisory Board for National Optic Fibre Network (NOFN). At the Ministry of Information & Broadcasting, for the Community Radio Licensing, Osama Manzar is a member of the Screening Committee.He has recently initiated a regional movement on “How Mobile can Empower Masses” through mBillionth Award South Asia, recognising and mentoring Mobile Content, Application & Services. In 2003 he launched Manthan Award, India’s first ever award for choosing the best e-content practices. Manthan Award has extended its reach to the Asia Pacific region recently and has accumulated more than 4000 best e-content practices in its nomination database. Osama Manzar is e-Content Expert for India for World Summit Award (WSA), Grand Jury Member and member of the Board of Directors. In addition, he has been Jury Anchor for the Dataquest e-Gov Champion Award (2008), for Bahrain e-Content Award (2009), Sri Lanka’s e-Content Award & Bangladesh e-Content & ICTD Award-National Digital Innovation (2010). He has been the moderator for e-North east Award Jury (2012). Further, he is the facilitator of the “Pearson Teachers Award” (launched in 2012). He has been a part of the Professional Social Entrepreneurship Program by Social-Impact International and worked for Computerworld as assistant editor and for Hindustan Times as head of Interactive Media Division. He is a physics graduate and holds a post-graduate diploma in Journalism. Osama has a credit of covering at least 200 ICTD case studies in India and South Asia and has traveled more than 2000 villages, including 30 countries. Osama is fluent in English, Urdu, Hindi and can read and write Arabic and Persian.

Anatol was the General Director of BAAK joint venture, an American – Kazakhstan ICT research and system integrator created in 2000.
As General Director of BAAK JV, he provides strategic leadership, fiscal development, science and strategic management, creative direction for all of the BAAK JV new important for Kazakhstan information society creation initiatives, including the research, development and implementation of a diverse range of ICT items.
Since 2001 Anatol is chief constructor of National Information Technologies (Kazakhstan national operator in informatization sphere). He is also jury member of AWARD-KZ , a Kazakhstan national internet award.
Anatol is working hard in various fields of Kazakhstan information society project.

Josephine Cacdac is the Vice President for Academic Affairs of the TRACE College in Los Banos, Laguna. Before, she engaged herself as the Programs Director of Informatics Indonesia (PT Lifelong Learning). Informatics Education Ltd. is a Singapore-based multinational corporation established in 1983, with a global network of 132 centers spanning more than 23 countries worldwide; its wholly-owned subsidiary NCC Education in the UK has 300 centers in 45 countries. Josie has worked with Informatics (Philippines and Indonesia) for more than ten years, establishing partnerships with educational institutions to help promote and enhance the partners’ Information and Communications Technology (ICT), Language, and Business Management programs, among others. She is a member of numerous organizations and associations, such as the Rotary Club Jakarta Central, Philippine Computer Society, Phil. Society of IT Educators, and Club. She was awarded Best in Academics by Informatics Philippines and was recognized for her directorship in various projects of the Philippine Computer Society, notably in the aspect of IT curriculum re-engineering.

Nancy Choy is the Head of APICTA which manages and organises the MSC Malaysia Asia Pacific ICT Awards (MSC Malaysia APICTA), an annual awards programme initiated by the Multimedia Development Corporation (MDeC) for stimulating, benchmarking and recognising creativity, innovation and excellence in ICT in Malaysia, and for bridging the digital divide. Nancy was also one of the pioneers in the setting up of the Asia Pacific ICT Alliance (APICTA) which has as its flagship programme the international APICTA Awards with similar objectives to the Malaysian Awards but at an international level. There are to date 16 member economies in APICTA and Nancy is a member of the APICTA Executive Committee representing Malaysia, as well as the Deputy Chairperson of APICTA. She is also the Chair of the APICTA Finance and Governance SubCommittee. Before joining APICTA, Nancy was with the Client Services Division of MDeC, as Manager of the Software Team and before that Manager of the International Account Marketing Team, responsible for the promotion of MSC Malaysia, and the consulting and evaluation of MSC Malaysia Status applications from foreign and local ICT companies. Before joining MDeC, Nancy was with IBM Malaysia. While she was with IBM, Nancy had been Client Relations Manager of the Telecommunications & Media Unit, Leader of Special Projects in the Direct Sales Center, Sales Plan Manager, and was in Corporate Communications and in Marketing, and Marketing Support.
